This page explains how the Ancient Jewish Biblical Calendar is set up based on the precise time of each "New Moon" and on the seasons of the year, or the movements of the Sun.  On a separate issue, the days when eclipses might occur throughout the year are given below for your information as well.
    This page is meant for you to understand the procedure in how you can determine when Rosh Chodesh will actually take place, and not by using your wall calendar, either. You can either use the real simple method [which I will show you how to use] or a harder method by using a sundial. Let me say this first, however, in the far past when there where many prophets on the scene, knowing when Rosh Chodesh would take place was rather easy because HaShem would just tell the people through those prophets. The prophets were great in this regard, especially on cloudy days when you cannot even see the sun, let alone the moon. But determining when the exact New Moon took place was not too terribly hard to figure out anyways. For a half moon either meant it was the 7th        or 22nd        day of the month, depending what side the light of the sun was facing on it, (this is only in case the student is just starting out in his learning, but not for the pro.) For on the 7th night of the month, the half moon would always be directly over you when the sunset took place. Whereas, on the 22nd day, the moon would be over you again when the sunrise would take place, then you would simply count off 7 more days (practically) for the New Moon. I am being vague right now, even though it took a little more effort than that. For about 6 to 7 days later, the people would really pay attention to the moon as it rose early in the morning. When they saw the moon rise up from the horizon, as the sun does at sunrise, the people would then determine [not called minutes back then] of how long it would take for the sun to reach that same point. Once they found out how time elapsed they would simply divide that time by the previous day's time. Thus, saying if they just found out it took 70 minutes for the sun to get to that same spot, and the day before it took it 105 minutes to reach that spot, it is only advancing 35 minutes per 24 hours. Therefore, two more days would be the exact 'new moon' and so the first sunset after that point would be Rosh Chodesh. This is regardless of if you see the moon or not in the west after sunset.

When is the Spring equinox to determine Rosh HaShannah
These are the actual times of each "New Moon" and the Spring Equinox in UT time [Universal Time]. I have also put these times in Jerusalem Time, so that we can determine when each Rosh Chodesh would and will take place. I have also listed what day each Rosh Chodesh will fall on according to the time of each "New Moon" by Jerusalem Time. Furthermore, I have listed the sunset times for the dates of each particular 'New Moon' in order to determine what Gregorian Calendar date the Rosh Chodesh in question will fall on. I have not done this with the Jewish weekly Calendar, because Rosh Chodesh always comes at the first sunset following the event of the 'New Moon'.

Q & A of HeShallGovern.Com - On this page I, Thomas Shaler, answer some questions people have, as well as give some personal comments surrounding the things of the Bible.
ON A DIFFERENT NOTE: People around the world must know the times when the biblical holidays will start when using
a sundial at the place they might be, versus simply using a clock or watch. I say this because sunsets are at different times according to the watch or clock when actually observed at any given place around the globe. What I mean is this,
12:00 P.M. may not exactly be literal midday according to the sundial. In Arkansas it is :20 minutes after 12:00 P.M. during some points of the year. On a bigger note, however, we need to know where the biblical "international date line" is, that is the very place where the days of the week go from one day to the next. Pagans, heathens and all those that use the Gregorian and Julian Calendars put this location right in the middle of the ocean between Alaska and Russia, as seen with the map below.

However, those of us that want to keep the ways of HaShem (Yehowah) must NOT recognize the secular "international Date Line" for Biblical holidays, but must understand the biblical "international date line." The reason for this is because when HaShem made Adam he did so in the land of Israel, namely modern day Jerusalem. I say this because of the narrator's location at the time when he wrote Genesis, for he writes, "Yehowah Elohim formed the man from the dust of the ground and breathed into his nostrils the breath of life... ...Yehowah Elohim had planted a garden in the east [east of where? - Jerusalem], in Eden; and there he put the man [not: 'he had formed the man'] he had formed. Thus, when Yehowah made Adam in Jerusalem; yet, placed him in Eden, he was to observe the "signs" of the sun and moon of the calendar for gardening in the garden of Eden, for its planting seasons. Remember, that Adam was put in the garden "to work it and take care of it." Things were NOT the way many preachers tell it or think it was, like if food was always around, as if the orange or apple or other fruits were always available throughout the year, even in winter. Thus, things were already dying on a annual basis and so Adam's transgression did NOT bring 'death' into the world, for plants and even Adam were already going to die. This is why the 'tree of life' was available, so that Adam and Eve and their children could escape death that was already going to befall them. What pagans miss, which - in truth -makes them false preachers, is that Adam and Eve ate of the tree of knowledge first, because of this they were no longer permitted to eat of the tree of life. They did not eat of the tree of life yet; thus, their death would then "surely" come as a result. The serpent actually used the truth to deceive Eve. For Eve thought she would die the very moment she would eat of the "tree of knowledge," yet, the serpent knew that she wouldn't. Therefore, the serpent tricked her by telling her the truth to get the result he wanted from her, for he did not stop her. As we can see later in the chapter the Lord confirms the serpent's words by practically saying - verbatim - the very same words. Well, not to get off topic too much, Adam needed to observe the time that he was made as being the first month of the year and that day was the 6th day of the month; thus, the following new moon would be the second month of the year and so on. Keeping all that has been said in mind, it is where Yehowah made Adam, that being Jerusalem, and the place where Yehowah placed Adam, that being in the land of Eden, is where the approximate biblical 'date line' must be located, not between Alaska and Russia. For it must be in the place where the first man looked up into the sky in order to observe these things, not anywhere else!!!! Likewise, you must remember one other note, which I have circled on the map, the Israelites left Egypt and went to Mt. Sinai and received the Torah, they were told to observe this law in the land of Israel/Canaan, not anywhere else. For that is where they were going to live and to inherit the land HaShem gave them. Thus, when the sun goes down in Israel this is the place where each new day starts. This also goes for the land of Eden and even to Babylon where Daniel was and the land of Ur where Abraham came from, just south of Babylon. Anything more eastward than this falls into the previous day as with the Gregorian Calendar, if I should hop from Russia to Canada or Alaska. Understand?

Furthermore, when the sun will set in old Eden, which is slightly east of Jerusalem, even up to Ur, this is the beginning of the new 24 hours, everyone else on the east side of the Euphrates River is not apart of this new time. Let me be very clear here so that there is not any confusion. If I live in Israel and the 14th of Aviv or Abib just started, being the time to celebrate Passover, all those that be east of the Euphrates River just started their 13th day of the month, not the 14th. As I said, if I were at the most eastern end of Russia - when using the Gregorian Calendar - and it is midnight of August 30th and it takes me 5 min to cross the ocean to get to Alaska,  August 29th just started for the people of Alaska, not the 30th.

Thus, the biblical counting of time goes in this order starting in ancient Ur, then to Babylon, then to Eden, Jerusalem, Greece, Italy, Spain, New York, Los Angeles, Hawaii, Japan, China, India, Pakistan, Iran and back to the Euphrates River.

The person in India and Japan must NOT confuse the biblical times and days with the pagan and secular calendars and the secular "international date line." For if you get confused you will be finding yourself sinning. Let me show you again some of this confusion. Let's say it is the last day of the Feast of Unleavened Bread, and that day would be on a Sunday in Israel. Remember I said Israel, nowhere else. Well, to those living in India, if they were to observe the secular means of time, they would observe this last day of the feast on Sunday as well; yet, in truth it would actually be their Monday, because they come later when using the biblical 'Date Line,' vs. the secular 'Date Line.' Thus, if they were to make bread with yeast Sunday evening, after sunset, they would be sinning, because the seventh day of the feast, literally, just started, NOT just ended - for those that are in India. The same goes for the sabbath and the other holidays. Anybody east of the Euphrates River are a day early. Thus, in India, Japan, China, Russia and Pakistan, the weekly biblical sabbath is actually on Sunday, starting from the previous evening at sundown to Sunday's sunset. I hope I am EXTREMELY CLEAR. Likewise, one must realize this one fact, the festivals of the Torah revolve around the annual planting and harvest seasons of and around the land of Y'israel, nowhere else. Passover, the Feast of Unleavened Bread and the special wave offering that is offered on the 16th Aviv, for example, deal with the Barley harvest for that region of the world. Thus, in order for the Israelites to fulfill the required commandments for this time they always need to make sure to sow their fields at the proper time of the year. For if someone were to live in a more northern region of the earth the barley there would not ripen at the same time, because it is still too cold for it to do so. Likewise, if you were to be in a southern region of the earth, such as Australia, the season would be Autumn in that location versus Spring as in and around the land of Israel. Thus, the festivals and the calendar of the Torah are strictly based on the land of Israel and nowhere else.

On a Footnote: Just as the New Year can ONLY start on or any time after the Spring Equinox, when a Rosh Chodesh arrives on or after such a date, the Feast of Trumpets [or the first of the seventh month] cannot start earlier than the Fall Equinox. This will tell you if you are keeping the biblical calendar correctly. Modern Jews, as a whole, are not using the Biblical Calendar, but a calendar based on a man named Hillel II from the 4th century, based on math vs. observation.
